Mint 21.1 vs 21.3 Virginia, what are 21.x revisions about

I'm on Mint 21.1, but I'm aware there are options to upgrade it to 21.2 or 21.3. But what does one actually gain by doing that? Do the higher numbered releases get updates for longer or anything like that? I know they tweak some defaults and settings with each 21.x upgrade, but do they actually do anything you can't simply do for yourself by making setting tweaks and with various terminal commands? For someone satisfied with their system as they've set it up, is there any reason at all to ever make one of these 21.x upgrades, as opposed to staying with Mint 21.1 right up until 2027 when it would be time to switch to Mint 23 or 24 or whatever the newest version is then?

Aren't they fixed by regular updates to particular packages though, rather than 21.x upgrades?

Maybe it's similar for Mint, but for my OS, the random upgrades are for the apps installed in your system, and the 21.X are upgrades to the OS itself.  If you don't upgrade your OS (as I often ignore too), parts of the OS or some apps will eventually break and you will need to upgrade everything at once.

 

The choice is really up to you.  You decide if and when your system will be upgraded.
