Is Memtest86+ significantly better than Windows's own built-in memory-testing utility?

I mainly use Memtest86+ from memtest.org; but I have run the Windows utility a couple times, and it appears to run many of the same tests Memtest86+ does.  Is there any real advantage to using one over the other?

Probably not; it used to be that any utility/app that M/Soft included in Windows was junk, but lately they have been cleaning up their act. I even now recommend Windows native AV/Firewall, something I never did before. I still don't trust them, but that may just be because of their dismal app history to date.

One good thing about using Memtest is that it can be run virtual from a flash drive if the computer won't boot for some reason. Makes troubleshooting easier if you suspect bad memory.
