When Restoring an iPhone in iTunes, do I need to be logged into iTunes as the user for the account on that device?  And what if iTunes is asking for the Passcode and the Passcode is not known?

This is the reference that I was using, though I'm sure there are better than the Apple literature.

Also, there is always a little "Done" button at the bottom right of iTunes once the Restore has started that I don't know what it is for?

If I don't reply right away it's because I'm waiting for Windows 10 to Update.

I only assisted one client in resetting an iphone and they had the info needed. Do you have the info to do a password reset on the itunes account?

No, the we don't have the Passcode, and that prevents us from doing any reset of anything.  People don't realize how hard it is to recover an Apple device without the Passcode!  The family set it up for them and didn't take the necessary precautions.

They will get it sorted with Apple.  As long as they have proof of purchase or a repair plan.

When restoring an iPhone in iTunes, you do not need to be logged into iTunes as the user for the account on that device. However, you do need to have access to the computer and the iTunes account that is associated with the device.

If iTunes ask for the passcode and the passcode is not known, you will need to put the device into Recovery Mode and restore it using iTunes. To do this, connect the device to the computer, then press and hold the Home button and the Power button at the same time until the device turns off. Keep holding the Home button while you connect the device to iTunes. When you see the "Connect to iTunes" screen on the device, release the Home button. iTunes should then prompt you to restore the device.

The "Done" button at the bottom right of iTunes during the restore process is simply a way to dismiss the progress bar and return to the main iTunes window. You can safely click this button once the restore has started without interrupting the restore process.
