That policy is - I presume - designed to prevent/hinder spam bots from flooding the forum.
As @Meg pointed out, your posting 2 topics back-to-back in quick succession likely triggered that automated message.
A Moderator will correct me if I'm wrong.

@MoxieMamma that is indeed the reason, to avoid spam / flooding the forum. I get it sometimes too when I make a post or reply.
