My monitor has horizontal redlines on specific color, printscreen don't seems to show it. Is my monitor broken?

You haven't told us anything about your PC.

Does it have a Graphics Card?

Are you still getting a POST Beep?

He mentions in the post that print screen doesn't show the lines that's indicative of it booting properly.

CD, That still leaves a potential GPU problem.

As a cheap and cheerful, potential, solution. I would suggest reseating it.

That's why I asked to have it tested on another device to determine if it's monitor or gpu or cabling.

Why risk opening the computer up and causing more issues?

Don't have extra monitor. I tried pulling the cable that connects to GPU and the problem still persist, safe to assume monitor has problem?

I had asked if you have another device to try this monitor on not if you had an extra monitor.
