There are apps that will allow tracking but it has to be installed on both devices.

There're apparently many apps with tracking features, but like...are they safe?

I know many parental control apps have that option for a parent to know a kid's location.

I think the most common thing is that you have to install an app on a device that you want to track. And if we're talking about the phone number only...wel, at least the"find my phone" and "gps navigation" settings must be turned on, I suppose

Context is incredibly important here - but to answer the root question. No, you can't just input a phone number and track a phone. As mentioned above there are numerous applications and features available to complete this but the who and why are very important questions. Your relationship to the person you're tracking, and their consent, plays an incredible role on what's acceptable here.

Keep in mind it may be against the law to track even your spouse without their knowledge.

If you have an Android you should be able to go into Settings, select Security, select Device Administrator, check Find my phone. Another option:

Note:If your phone is already missing the above won't help.
US Navy Veteran USS America CV-66
Android security: Aegis Authenticator, Sophos Intercept X, Rethink DNS and Firewall, Chrome.
