Hmm. Y'know, this could take a very long time to answer. "Graphic design" is an incredibly wide-ranging 'umbrella term', that covers a lot of different disciplines & software (in a computer context, that is).
It's probably one of the most widely programmed-for/coded-for/written-for categories out there. It would help to give us some idea of what aspect of "graphic design" you're interested in. I mean, in my own case, when I was at college, well over 40 years ago, I specialised in Art & Design as one of my 'A'-level subjects. I produced my own portfolio; mostly poster designs, some jottings, a lot of half-worked-upon ideas, some line drawings, some label designs, some album covers, a few flyers.....etc, etc.
What specific aspect of graphic design are you interested in.....and how far do you wish to pursue it? Are you looking to make a career out of this, or are we talking purely about a personal hobby?
With graphic design, it's a similar situation as with video editing/post-processing, etc. We often get folks asking on here "What's the best software to create videos?" It's not quite that simple; what many folks don't realise is that different applications are often used at different stages of the pipeline, because certain software is designed to be better at some things than it is at others. Hence, a combination of different applications get used, together, to create the final "finished product".
Professionals know this. It's why they usually use multiple different approaches to achieve their desired result. So; what exactly is it you want to do.....and how far do you want to take it?

If you work professionally and want to make high quality graphics, you should consider using Adobe products. Especially Adobe Illustrator and Adobe Photoshop.

Some free software that I've come across are Krita and Inkscape.
Krita works essentially like photoshop, it has all the basics. It's main focus however is on digital art/painting. There are many brushes that come with the program for free as well as many you can buy if you so choose. Other than that it works perfectly well as a free counterpart to photoshop.
Inkscape's main intended use is for vector graphics. It's open source and free! I would recommend using this if you intend to create logos, clipart etc. It also has built in direct compatibility with the free video editing software Openshot.
Other than these, a few quick ones to suggest are Graphics Gale (pixel art creator and animator) and Canva (it's already been suggested, but it's another graphics tool that also has templates built in).
If you're seriously considering going into graphic design, it might be worth biting the bullet and spending some money.

It took me longer to figure out Gimp than i did to run Linux, but a day doesn't go by I don't use it now.
