"You must be logged on as an administrator..." but I am an administrator

Trying to update some drivers on Windows Professional SP 3 (downloaded from here https://archive.org/details/WinXPProSP3x86) on a Compaq Presario SR1650NX.

The full error is "You must be logged on as an administrator to install this update. Update has been cancelled. (9999)"

My account is admin, I went in to safe mode and logged in as the Admin default account and it gave me the same error.

It has happened with two different drivers (graphics driver and audio driver).

Any thoughts?
