iAmTelling561, I do have a comment.

When posting, please use proper grammar. Refrain from 'text-message' style substitutions of words like 'u' for 'you', and 'ur' for 'your'. This is a multi-national forum, and some of our non-english speaking members must use translation software which is confused by abbreviations. Most of our volunteer members are very busy helping as many people as they can, and a post that is hard to read will often be overlooked.

Also, using all CAPS is considered by some to be shouting. For me and others all CAPS actually makes it more difficult to read what is posted which is why I skimmed over your post without really reading what you had to say.

Actually she is staff and if she didn't tell you to stop using all caps, I was going to.

If you work in computers or online, its general knowledge that writing in caps is just annoying for those reading it.

That sucks.

Sounds like they have some bureaucratic loophole on their side.

This is not true and charges have not been dropped. What has happened is that as of yesterday, there was preliminary injunction imposed on the defendants as shown here:

http://icereceiver.com/CourtDocuments.php

What this means is that they are able to operate, but under restrictions, until there is a final adjudication or decision. So in summary, by no means have the charges been dropped.

These restrictions are:

IT IS HEREBY ORDERED that Defendants and their Representatives, whether acting directly or indirectly, in connection with the marketing, advertising, promotion, distribution, offering for sale, or sale of any goods or services, are hereby enjoined from engaging in unfair or deceptive acts or practices, either orally or in writing, expressly or by implication, in violation of 15 U.S.C. § 45(a)(1), the Telemarketing Sales Rule (16 C.F.R. § 310.3(a)(4)), or § 501.204 of the FDUPTA (Fla. Stat. Ann. § 501.204(1)).

And for marketing:

IT IS HEREBY ORDERED that Defendants and their Representatives, whether acting directly or indirectly, in connection with the marketing, advertising, promotion, distribution, offering for sale, or sale of any goods or services, are hereby enjoined from:
A. Using any false or misleading statement to induce any person to pay for goods or
services; or
B. Violating the Telemarketing Sales Rule, 16 C.F.R. Part 310.

They have also frozen 2 million dollars of assets from the defendants.

You are indeed correct they did not drop the charges but are able to go back to robbing people again. I apologize for the incorrect information i was just a little upset when i was told.

"DELRAY TECHNOLOGIES" got me with a popup and siren on Jul 28th 2016 shortly after Win 10 upgrade.  They used  DOCSIGN  for my agreement to pay them for "technical support" to clear the "viruses, trojans and other malware" and lifetime support on my machine.  They did not process the payment until October on my Visa card.  They used area code 561 and 800 area codes to contact me/ offer support.   It looks like they do not fear our court system.  I reported to Life Lock, who was not concerned.
