The issue is still here, but when I remove the three characters and press backspace a fourth time it comes back. Not sure if that is helpful but I decided to share it.

 

It also appears if I press enter, so still unsure what is causing this. Can it be an issue just on my account?

It has happened to me but mainly on my cellular phone. I haven't experienced it on my desktop "YET"

When I disable markup, it doesn't appear. So it has to do with the WYISG editor?

On mobile there is no WYSIWIG unless you are in Desktop Mode of view full version. I will show you what I see on my phone.

It is known that it is here again.    (Character Encoding)   windows-1252 vs utf8

 

It has to do with Encoding the website as well Windows uses UTF-16 / windows-1252 or there is more options when creating the page or coding the page for display.  

Charset most sites if not new were UTF-8

 

As well there is s fix which is turn your Charset to UTF-8 but that would be degrading the install and is not as easy as it once was.
